I used a usb to ps2 converter to attach the usb mouse into the ps2 port and have no problems. The bootable Windows 7 disk would not necessarily be loading all the IRQs for the devices, so the problem USB device may work fine when you boot from the disk. No i did not install any new hardware at that time.

I find sometimes with optiplex that one port only still works when others dont! If you are using a wired mouse, check the mouse wire.
